United Nations Council Approves Trump's Gaza Initiative
A Security Council has approved proposals put forward by the US president for achieving a durable ceasefire in Gaza, including the deployment of an international stabilisation force and a possible route to a independent Palestine.
Widespread Approval with Key Absent Votes
This measure was adopted by a count of thirteen in favor, with China and Russia abstaining. America's representative Mike Waltz addressed the UN assembly that it set “a new course in the area for both sides and all the residents of the area alike”.
Negotiated Phrasing on Independence
Addition of references to an self-governing Palestine was the concession the United States offered for support from the Arab states, who are expected to contribute security forces for the global force.
“Interim measures that we start today must be executed in following global standards and upholding Palestinian rights,” Britain's representative declared.
Israeli Opposition Continues
However, on the verge of the UN vote, PM the Israeli leader restated his cabinet's strong objection to the establishment of a sovereign Palestine, raising questions on whether Tel Aviv will permit the implementation of the UN-mandated proposals.
Central Components of the Proposal
- Immediate lifting of ongoing restrictions on humanitarian aid into the strip
- Creation of an multinational peacekeeping unit
- Moves towards reconstruction and a eventual “avenue to Palestinian self-determination and statehood”
Unclear Phrasing and Stipulations
The mention to independence was a negotiated inclusion to an first US version which did not mention it. Yet the wording is vague and dependent, stating only that once the Palestinian leadership has undergone changes and the restoration of the territory is progressing, “the situation may finally be in place for a realistic route to Palestinian self-determination and sovereignty.”
Global Response
The language did not meet of the strong guarantee to the creation of a sovereign Palestine next to Israel desired by Muslim nations, as well as EU representatives, but in speeches to the council after the vote, delegates from those countries said they were willing to endorse the settlement in the interests of extending the present ceasefire and prompt actions to assist and secure the 2.2 million Palestinians in the territory.
“Our delegation has finally decided to vote in favour of this text, a resolution that we approve its core objective, namely the preservation of the truce and the formation of situations enabling the Palestinian people to exercise their immeasurable rights to self-determination and nationhood,” Amar Bendjama declared.
Execution Hurdles
The resolution grants comprehensive monitoring control to a “peace board” chaired by Donald Trump, but of uncertain membership. The board has to inform the United Nations but it is not bound by the desires of the United Nations or by the Palestinian Authority.
It also calls for the creation of a expert Palestinian panel that is tasked with overseeing day-to-day governance of the Gaza Strip and the distribution of aid, but it is quite ambiguous who would be involved.
Stabilisation Team Mandate
The mission of the global force gives it authority to remove and dissolve fighting factions in the strip, but it is quite ambiguous that potential participating nations would consent to face such organizations. Not a single nation has yet agreed to sending peacekeepers.
Additionally the criteria for reform of the Palestinian Authority, the precondition towards progress on independence, have been unclear.
European officials said they considered it urgent that the names of the Palestinian technocratic committee to distribute aid was settled as promptly.
